Rulebook conflict

The official rulebook contradicts itself or never says, so there is no fix to show. Only USRA can settle these.

Amber items are problems in the official rulebook, not DST findings.

Article 1 Body

Rule 1.1

Allowed cars: 1960-or-newer, U.S.-made, full-body passenger cars on a full frame or unibody. Panel vans and station wagons are not allowed.

  • Aftermarket steel replacement bodies that copy the OEM body are allowed.
  • Five Star Bodies MD3 Camaro kit (part #33131-10200) is allowed, but a car using it must weigh at least 2,950 lb total. Do not mix parts from this kit with OEM body parts.
  • The body must keep its factory lines and shape. Front fenders must keep factory size and curve.
  • Steel Chrysler 300 and steel Camaro fenders are allowed on G-body cars.
  • Five Star Bodies aluminum lower front fenders (part #601-23A) are allowed. Other fabricated fenders are not.
  • Fenders, doors, and quarter panels must keep their factory shape and arc. Flat-sided bodies are not allowed.
  • The body must sit centered on the frame and parallel to it, front to rear and side to side.

Rule 1.2

Body panels must be steel OEM or OE-replacement panels, and must be steel all the way down to the frame.

  • All pillars must be stock, steel, and in the stock location. Exception: the driver-side B-pillar may be moved for driver access.
  • The roof must keep stock dimensions and slope. G-body cars may use an aftermarket fiberglass OEM-replacement roof.
  • Five Star Bodies aluminum doors (part #601-21A) are allowed.
  • Fabricated 1988 Monte Carlo front fenders, doors, and lower quarters are allowed only if they match the body-diagram measurements for this option, and only with the 1988 Monte Carlo nose and tail.

Rule 1.3

Hood:

  • Aluminum hoods are allowed. The hood must be one piece and separate from the fenders. One-piece or tilt front ends are not allowed.
  • A hole in the hood is allowed only for air cleaner clearance. It can be no larger than the air cleaner's diameter, and the air cleaner can stick up no more than 4 in above the hood.
  • A shield or scoop up to 4 in tall, wrapping no more than 180 degrees around the air filter, may sit on the front side of the filter on top of the hood.
  • The hood must be sealed to the cowl.

Rule 1.4

You may cut the body only to fit the roll cage or clear the tires.

Rule 1.5

Steel rub rails, max 1 in x 2 in, may run from front fender well to rear fender well and along the rear quarter panel. They must sit flush with the body.

Rule 1.6

At least 3 windshield bars are required in front of the driver.

Rule 1.7

Visors and windows:

  • A metal sun visor up to 7 in tall may be added at the top of the windshield opening. No other visors in door or side-window openings.
  • Window openings must keep stock dimensions.
  • The rear opera window may be covered with clear Lexan only, the same on both sides.

Rule 1.8

Nose, tail, and skirts:

  • Stock-appearing plastic noses (max 74 in wide as installed) and tails are allowed.
  • Door and quarter-panel skirts are allowed but must stay at least 4 in off the ground.
  • Up to 3 in of skirting may be added to the nose and tail. The nose, including skirting, must stay at least 8 in off the ground.
  • The back of the tail piece and the rear of the deck lid may be no more than 20 in above the center of the bumper and frame rails.

Rule 1.9

Spoilers and hood scoops are not allowed. (See 1.3 for the air-filter shield exception.)

Rule 1.10

Trunk lids may not be concave. Trunk lids and quarter panels must slope down toward the rear of the car.

Rule 1.11

Firewall and floor pan:

  • Both may be removed but must be replaced with steel shaped like the factory floor pan.
  • A fabricated steel floor pan may replace the OEM pan. It must be at least 18-gauge (0.049 in) steel, securely welded to the frame.
  • The firewall may be flat, must be at least 24 in tall, and may be moved back no farther than the first factory frame seam (where the C-channel welds to the front stub) or 12 in behind the engine.

Rule 1.12

All glass must be removed.

Rule 1.13

Body panels must stay original size but may be gutted (inner structure removed). The body must mount in the stock location.

Rule 1.14

An official may refuse any car with excessive body damage.

Rule 1.15

Bumpers:

  • Front and rear bumpers are required. No sharp edges.
  • Tubular bumpers are allowed. They must be bent to fit, have rounded ends, and be covered by the molded plastic nose/tail.
  • Bumpers must mount frame end to frame end.
  • Bumper and frame center must be 16-21 in off the ground. No part of the bumper may be lower than 12 in.

Rule 1.16

If you put a newer front-wheel-drive body on an older chassis, the body must be square on the frame, not offset to the left.

Rule 1.17

Appearance:

Every car must have large, readable numbers on both sides, the roof, the nose, and the rear panels.

  • Side numbers: contrasting color, at least 4 in thick (stroke width) and 18 in tall.
  • Roof numbers: at least 4 in thick and 24 in tall.

Rule 1.17.2

Officials may assign, approve, or reject any advertising or sponsorship on a car to protect the image of the sport and the USRA. All cars must look neat and be approved by officials to race. By racing, you agree to follow officials' decisions on this.

Article 2 Roll Cages

Rule 2.1

Main cage and door bars: steel tubing, at least 1.666 in outside diameter with 0.095 in wall. No offset cages. No aluminum or other soft metals. All joints must be properly welded.

Rule 2.2

Any roll bar the driver can reach must be padded with material an official approves. Fire-retardant padding is highly recommended.

Rule 2.3

Installation and workmanship must satisfy officials.

Rule 2.4

Use a four-post cage made of continuous hoops. Front and rear hoops must be welded to the frame and be at least 47 in wide, measured outside to outside.

Rule 2.5

The rear hoop must have an X-brace. The front down bars must be tied together. Front and rear down bars must be at least 40 in apart, measured at the top of the door panel.

Rule 2.6

With the driver belted in and wearing a helmet, the top of the helmet may not stick up above the cage.

Rule 2.7

Cage dimensions:

  • Back of engine to front edge of rear hoop: 76 in max.
  • Top halo: at least 40 in wide (left to right) and at least 29 in long (front to back), outside to outside.

Rule 2.8

Rear kickers and the rear-hoop X-brace: at least 1.25 in tubing with 0.083 in wall.

Rule 2.9

Three horizontal door bars are required on each side.

Rule 2.10

Uprights from the frame to the top door bar: at least 4 on the driver side, at least 3 on the passenger side.

Rule 2.11

Front and rear bars:

  • Up to 2 bars may protect the radiator. They must be behind the front bumper, inside the body, and no wider than the stock frame horns.
  • Front frame horns may be tied together.
  • All front and rear bars must be inside the body.
  • No adjustable bars on the frame or cage.

Rule 2.12

At least one cross bar is required in the top halo.

Rule 2.13

Driver-side door plate: steel, at least 18-gauge (0.049 in), securely welded to the outside of the driver-side door bars. It must cover from the top door bar down to the rocker panel, and from the rear down post to 6 in ahead of the seat. It must be visible for inspection.

Rule 2.14

A tow hook is required on the front and rear.

Article 3 Frame

Rule 3.1

GM unibody cars are allowed.

Rule 3.2

Minimum wheelbase is 107.5 in on both sides, with no more than 1 in difference side to side. This applies to GM unibodies too.

Rule 3.3

On GM cars, the stock frame must match the floor pan and firewall (same year and make). Steel OEM bodies only.

Rule 3.4

1980-or-newer Ford unibodies may be converted to a Ford full frame, which may be shortened to a minimum 111.5 in wheelbase.

Rule 3.5

Frames and cross members must stay OEM and unaltered. You may not modify them for engine placement or suspension clearance. The unaltered Speedway OEM replacement frame (part #91678880) is allowed.

Rule 3.6

Rear frame replacement: behind the rear tires, starting no more than 1 in behind the factory seam, the rear frame may be replaced in the stock location with 2 x 3 in steel tubing with 0.095 in wall. The factory seam must stay visible. Replace the same length you removed.

Rule 3.7

Engine location. The engine must be in the stock location.

  • GM 1978-87 metric frame, Chevy engine: fuel pump stays ahead of the cross member, 1.75 in from the cross member to the center of the fuel pump.
  • Ford engine: back of the block no more than 22.5 in behind the front of the cross member.
  • Chrysler engine: no more than 21.75 in.

Rule 3.8

Unibody leaf-spring cars may mount the rear end under the springs (under-slung). Suspension parts may not be mounted to bracing.

Rule 3.9

Frames may be X-braced.

Rule 3.10

No titanium anywhere on the car.

Rule 3.11

The frame may not be widened.

Rule 3.12

Ride height: the frame must be between 5 and 10 in off the ground, measured behind the front tires and ahead of the rear tires with the driver in the car.

Article 4 Cockpit, Steering & Seat

Rule 4.1

No loose objects or loose weights in the car.

Rule 4.2

No air bags.

Rule 4.3

No rear-view mirrors.

Rule 4.4

Interior tin (optional):

  • Sheet metal may run from the passenger door to no farther left than the left side of the driveshaft tunnel, and from the dash or firewall back to the rear of the seat.
  • Height: no higher than the top of the door and no lower than the top of the top door bar. It must be level front to back and side to side.
  • Exception: if the tin only runs from the top of the door to the right-side door bar, it may slope down to the door bar.
  • Rear speaker-deck tin may run straight across, quarter panel to quarter panel, starting at the driver's seat (or the rear of the interior tin). It may not go past the C-pillar or past 99 in behind the engine, whichever comes first, and may not be higher than the deck lid and opera window.
  • Everything behind that point must slope downhill to the back of the car.
  • Penalty: if the speaker deck extends past the 99 in mark, you must add at least 25 lb of lead to the right-front cage hoop, ahead of the shock/spring, until it is fixed.
  • If you build interior tin, the full firewall must stay, but the floor pan under the tin may be removed.

Rule 4.5

The dash may extend no more than 36 in behind the engine block. It must be flat and level, except for the cowl in front of the driver.

Rule 4.6

Steering:

Rule 4.6.1

Steering must be OEM, within the original bolt pattern for your frame. Linkage must be unaltered, approved OEM, in stock location, replaceable with a stock part, and matched to the frame. Steel tube tie-rod adjusting sleeves are allowed.

Rule 4.6.2

No rack-and-pinion steering.

Rule 4.6.3

Steering may be modified to fit the driver but must stay on the left side of the cockpit. No center steering.

Rule 4.6.4

A metal quick-release steering-wheel coupling is required. Plastic couplings are not allowed.

Rule 4.7

Seat:

Rule 4.7.1

A factory-built racing seat is required and must satisfy officials.

Rule 4.7.2

No homemade seats of aluminum, plastic, or fiberglass.

Rule 4.7.3

Mount the seat with at least 3/8 in fasteners and washers. The seat back may be no more than 72 in behind the engine block.

Rule 4.7.4

High-back aluminum seats only. Full-containment seats are strongly recommended.

Article 5 Suspension

Rule 5.1

Suspension must be original and match the frame unless a rule says otherwise. No aluminum or titanium parts. A magnet must stick to every component. (See 5.6 for the aluminum cross-shaft exception.)

Rule 5.2

Weight jacks are allowed. Any device that lets the driver change wheelbase or weight while racing is strictly banned. Leaf-spring cars may use sliders on the rear of the leaf spring only. Front leaf-spring mounts must stay stock and in the stock location.

Rule 5.3

Steering components must be OEM and match the frame. Ball joints must be OE and non-adjustable.

Rule 5.4

Stock passenger-car spindles only, matched to the frame. No fabricated spindles.

Rule 5.5

Lower A-frames may not be altered or moved and must match the frame.

Rule 5.6

Upper tubular A-frames are allowed, with or without an aluminum cross shaft, adjustable or not. Upper A-frame mounts may be moved. Rear control arms may be aftermarket but must use legal bushings (5.7), keep OEM length, and mount to the frame in the OEM location.

Rule 5.7

Bushings (rear control arms and front lower A-frames):

  • One-piece steel, rubber, polyurethane, or nylon only.
  • Not allowed: offset bushings, bearing-type bushings, mono-balls, heim-style bushings.
  • Bushing material must be solid and the same width as the inner sleeve.
  • The inner steel sleeve must be present and OEM length.
  • No fore/aft movement in the bushing.

Rule 5.8

Suspension, steering, and rear-end parts must be steel.

Rule 5.9

No gun-drilled, tubular, or hollow bolts or studs anywhere on the car.

Rule 5.10

Tether chains are allowed. Front: lower A-frame to frame or cage. Rear: top of the axle tube to frame or cage. Chains must hang straight up and down and be loose at ride height. No rubber biscuits.

Rule 5.11

Shocks & Springs:

Rule 5.11.1

Front shocks must mount to the upper or lower A-frame.

Rule 5.11.2

Rear shocks must mount within 2 in of the centerline of the lower control-arm bracket on the rear end and stay within 25 degrees of vertical. The top of a rear shock may mount on an adjustable weight-jack bolt.

Rule 5.11.3

No sliding shock mounts. No coil-over eliminators.

Rule 5.11.4

Rear shocks may be relocated but must stay behind the axle housing.

Rule 5.11.5

Shock requirements:

  • Racing shocks and springs are allowed.
  • One unaltered, non-adjustable, steel-bodied shock per wheel. An aluminum shaft guide is allowed. Schrader valves are allowed.
  • No bump stops (internal or external), and no other suspension stops or travel limiters.
  • The shaft must be able to compress fully into the body, and must be able to move both in and out from its position at ride height.
  • The shock may not preload the spring.

Rule 5.11.6

No coil-over, remote-reservoir, or air-reservoir shocks.

Rule 5.11.7

No bladder-type valves.

Rule 5.11.8

Shocks may be protested under Article 16.

Rule 5.11.9

No widgets, spring-loaded cups, or double spring cups.

Rule 5.11.10

No progressive springs. No spring rubbers.

Rule 5.11.11

Springs must stand straight up and down, not tilted. Rear springs may not sit behind the centerline of the rear-end housing. Spring tethers are allowed. Lower spring perches must be welded solid to the housing; pivoting perches are not allowed.

Rule 5.11.12

No spring or suspension covers.

Article 6 Electrical System

Rule 6.1

Battery:

Rule 6.1.1

Must be securely mounted between the frame rails and covered.

Rule 6.1.2

One 12-volt battery and a 12-volt ignition only. No 16-volt batteries.

Rule 6.1.3

No voltage converters.

Rule 6.1.4

If mounted in the cockpit, it must be in a marine battery box.

Rule 6.1.5

All battery terminals must be securely covered.

Rule 6.1.6

Alternators are allowed, max 14-volt output, wired directly to the battery (not through the on/off switch).

Rule 6.2

Ignition:

Rule 6.2.1

No magnetos. No crank-triggered ignitions.

Rule 6.2.2

One coil maximum.

Rule 6.2.3

A kill switch is required within easy reach of the driver, clearly marked ON and OFF.

Rule 6.2.4

The ignition box must be out of the driver's reach.

Rule 6.3

Gauges and data:

  • No digital gauges, except a digital tachometer.
  • No cameras aimed at moving or suspension parts.
  • No electronic device that can store or transmit data, except a memory-recall tachometer.

Rule 6.4

Transponders must mount vertically behind the engine, less than 2 ft off the ground, with no metal blocking them.

Article 7 Fuel System

Rule 7.1

Fuel:

Rule 7.1.1

Pump gas or racing gas only. Ethanol blends up to E85 are allowed. No other oxygenated fuels. No additives of any kind.

Penalty: loss of that event's points, money, and awards, plus a possible fine.

Rule 7.1.2

Fuel may not contain ethers, other oxygenates, aniline or its derivatives, or nitro compounds. Fuel must pass a Digitron dielectric meter test. Getting your fuel tested is the driver's/owner's responsibility.

Rule 7.1.3

No upper-cylinder lubricants.

Rule 7.2

No electric fuel pumps. (Also 13.2.)

Rule 7.3

Carburetor:

Rule 7.3.1

One carburetor.

Rule 7.3.2

Aftermarket metering blocks are allowed.

Rule 7.3.3

Crate Engine (13.9) and 360 Engine (13.10): one Holley 4150-series four-barrel. HP versions are allowed. No size limit, but it must work the way a 4150 was designed and use Holley-type boosters. No vacuum secondaries. No annular-discharge boosters.

Rule 7.3.4

Standard Engine (13.11): any Holley two-barrel, max 1.75 in throttle bore. Boosters must stay in, but there is no booster or venturi size rule. No annular-discharge boosters.

Rule 7.3.5

Naturally aspirated only.

Rule 7.3.6

No fuel injection. No aerosol carburetors.

Rule 7.3.7

One standard fuel filter is allowed between the fuel cell and the carburetor. (No filter inside the cockpit - see 7.4.7.)

Rule 7.3.8

No cool cans.

Rule 7.3.9

One adapter/spacer up to 1 in thick is allowed. Total distance from the bottom of the carb to the top of the intake may not exceed 1.25 in. The spacer must be the same thickness all around.

Rule 7.3.10

No Predator carburetors.

Rule 7.3.11

Carburetors may be protested under Article 16.

Rule 7.4

Fuel Cell:

Rule 7.4.1

Must be commercially built. No boat tanks or stock auto tanks.

Rule 7.4.2

Mount it securely in the trunk, above the stock trunk-floor level, with at least two solid steel straps (1/8 in thick x 2 in wide) around the cell.

Rule 7.4.3

The cell must be inside a steel can.

Rule 7.4.4

A firewall must separate the driver from the cell and run quarter panel to quarter panel.

Rule 7.4.5

All mounts must be steel and attached to the frame or cage. No adjustable cell mounts.

Rule 7.4.6

Check valves are required. If the filler neck/cap doesn't seal positively, a ball, flapper, spring, or filler rollover valve is required.

Rule 7.4.7

Fuel lines through the cockpit must run inside metal pipe or conduit. No fuel filters in the cockpit.

Article 8 Tires & Wheels

Rule 8.1

Wheels:

Rule 8.1.1

15 in diameter, 8 in wide.

Rule 8.1.2

Steel lug nuts only.

Rule 8.1.3

Reinforced steel wheels only.

Rule 8.1.4

Steel bead locks are allowed on right-side wheels only. They may mount on the outside of the wheel as long as they don't add to the wheel's overall width.

Rule 8.1.5

No homemade mud caps.

Rule 8.1.6

Wheel covers are allowed on right-side wheels only. Inner mud plugs are allowed.

Rule 8.1.7

Spacers/adapters and offset wheels are allowed, alone or combined. Spacers must be aluminum. Total offset may not exceed 2 in per wheel.

Rule 8.1.8

Up to 3 tabs, each no longer than 2 in, may be welded to the wheel to mount a mud cap.

Rule 8.1.9

No bleeder valves.

Rule 8.1.10

No added ballast on any wheel.

Rule 8.2

Tires:

Rule 8.2.1

Only the American Racer G60-15 KK704 (Short, Tall, or X-Tall). Tires must read 50 durometer or harder after any race. A tire reading softer may have a sample sent for chemical testing.

Rule 8.2.2

No softening, no solvents, and no chemicals or components that change the tire from the manufacturer's baseline.

Rule 8.2.3

No ballast inside any tire.

Rule 8.2.4

Grooving and siping are allowed.

Rule 8.2.5

Sidewall markings must stay visible. Do not buff off or remove compound markings.

Rule 8.2.6

Plastic wrap on tires is allowed in your pit but must be removed before the car leaves your pit stall.

Rule 8.3

Tire Testing:

Rule 8.3.1

Officials may run random gas chromatography (GC) scans for illegal substances.

  • A legal tire shows a peak at 19-20 minutes. No peak = disqualification.
  • You may challenge a GC result by requesting a mass-spectrometry test at your own cost (about $300). It identifies the exact substance used.

Rule 8.3.2

Any trace of chemicals, or amounts outside the baseline, on any test = automatic DQ.

First offense: loss of all season points, forfeit of that event's prize money, fine up to $5,000, and indefinite suspension from USRA events. You cannot race any USRA event until the fine is paid in full.

Rule 8.3.3

Clean tires with soap and water only (strongly recommended). Baking tires does not remove traces of illegal substances. USRA tests aggressively and punishes severely.

Article 9 Braking System

Rule 9.1

Brakes must work on all four wheels and lock all four at inspection.

Rule 9.2

Steel OEM calipers and steel vented rotors on all four wheels. Front calipers must match each other; rear calipers must match each other. Pads must match side to side.

Rule 9.3

No electronic brake actuators.

Rule 9.4

Must be an OE-type working four-wheel drum or disc combination.

Rule 9.5

Stock vented rotors only. No scalloped or lightened rotors. No floating brakes.

Rule 9.6

Brake lines must run outside the frame rails and be visible.

Rule 9.7

No brake shut-offs or pressure-sensitive devices. One front-to-rear proportioning valve is allowed.

Rule 9.8

Hubs, rotors, pads, and calipers must be at least OEM dimensions.

Article 10 Driveshaft

Rule 10.1

A driveshaft loop is required: solid steel at least 1/4 x 2 in, within 6 in of the front of the driveshaft tube. Alternative: two loops of solid steel at least 1/4 x 1 in, fastened to the cross member.

Rule 10.2

The driveshaft must be steel and painted white (except carbon fiber - see 10.4).

Rule 10.3

Yokes must be steel (except with carbon fiber - see 10.4).

Rule 10.4

Carbon-fiber driveshafts are allowed if white and at least 3 in in diameter. Aluminum yokes are allowed with a carbon-fiber shaft.

Article 11 Transmission

Rule 11.1

OEM production 3-speed, 4-speed, and automatic transmissions are allowed.

Rule 11.2

Not allowed: in-and-out boxes, 5-speeds, quick-change devices.

Rule 11.3

Must have at least one forward gear, reverse, and neutral. With the engine running and the car stopped, the driver must be able to put it in gear and drive forward, then backward.

Rule 11.4

The flywheel must bolt directly to the crankshaft, and the pressure plate directly to the flywheel. One flywheel only. Everything inside the bellhousing must spin when the car is in any gear.

Rule 11.5

Manual gear transmissions: stock-appearing OE case, working external disc clutch of at least 6.25 in diameter, inside an explosion-proof steel bellhousing. Flex plates must be SFI-certified and not lightened.

Rule 11.6

Automatics: stock-appearing OEM case with a working stock-appearing pump. The original bellhousing must stay.

Rule 11.7

An approved scatter shield or blanket is required. A shield may be 1/8 x 3 in steel wrapped 270 degrees around the flex plate or flywheel.

Rule 11.8

Approved aftermarket transmissions: Bert (#LMZ/GEN II), Brinn (#70001), Brinn Predator (#70600), Falcon (#60100), RaceGator (#140002/140002-C), Jerico (#JER0021), and Mitchell Machine Bullet with internal clutch. No ball-spline transmissions. Must use a performance bellhousing; stock aluminum bellhousings are not allowed.

Rule 11.9

The starter must bolt to the block in the factory location.

Article 12 Rear End

Rule 12.1

Any passenger-car or truck rear end is allowed. No aluminum except lowering blocks, axle caps, U-joint caps, and drive plates.

Rule 12.2

Ford 9 in rear ends are allowed (floater recommended).

Rule 12.3

Rear suspension must match the frame, with stock parts and dimensions. No Panhard bars. A 1 in inspection hole in the center section is recommended.

Rule 12.4

Full steel spool, steel mini-spool, or welded rear end only. Steel axles only.

Rule 12.5

Quick-change rear ends are allowed with steel axles and steel axle tubes only, a 10 in ring gear, and solid spur gears at least 1 in wide.

Rule 12.6

Trailing-arm brackets:

Article 13 Engine

Rule 13.1

Aluminum water pumps are allowed.

Rule 13.2

No electric or belt-driven fuel pumps.

Rule 13.3

The car must start without a push or pull and be able to join the lineup when called, on its own.

Rule 13.4

Cooling may be modified. No sprinkler systems. One radiator, mounted in front of the engine. Overflow tubes must point down at the ground between the frame rails.

Rule 13.5

Accumulators/Accusumps must mount in the middle of the car or behind the driver, not on the door bars.

Rule 13.6

Top-flow air-cleaner housings are allowed. No cold-air boxes or air-cleaner ductwork. No shields that isolate the carb or air cleaner in the engine bay. (See 1.3 for the above-hood shield exception.)

Rule 13.7

Intake manifolds must be cast iron or cast aluminum.

Rule 13.8

Exhaust & Mufflers:

Rule 13.8.1

Exhaust must point toward the ground, away from the cockpit and away from anywhere fuel could spill.

Rule 13.8.2

Mufflers are recommended and may be required by some tracks.

Rule 13.8.3

No zoomies, 180-degree headers, or over-the-top headers.

Rule 13.8.4

Each bank's pipes must feed into one collector at least 4 in long. No exhaust through body panels or fenders.

Rule 13.8.5

Dual exhaust only. No crossover or Y-pipes.

Rule 13.9

OPTION 1 - CRATE ENGINE

Rule 13.9.1

GM Performance Parts CT400 "604" Chevy small block only. It may be rebuilt and does not have to be sealed, but it must stay unaltered and use only these unaltered GM part numbers:

Not allowed: changing valve/seat size or angles; any work below the valve seat; grinding, polishing, painting, or coating internal parts; lifter-bore valley vent tubes; altering lifter bores.

Oil pan: any steel 8-qt single-kickout circle-track pan. If the engine is not sealed, a 1 in sight plug above the oil level in the side of the pan is required; otherwise the pan may have to come off for inspection.

Rule 13.9.4

Carburetor: one Holley 4150-series four-barrel (see 7.3.3).

Rule 13.9.5

Sealed crate engines:

  • Not subject to engine protests, but must display a "Crate" decal near the A-pillar.
  • Unsealed crate engines can be protested.
  • A driver running a sealed crate engine may not protest engines that season.
  • A driver who protests a Standard Engine and then switches to a sealed crate becomes protestable.

Rule 13.10

OPTION 2 - 360 ENGINE

Rule 13.10.1

Must look stock. No changes. Stock firing order for that make (GM to GM, Ford to Ford, etc.). No titanium.

Rule 13.10.2

Must look strictly stock for the make and model and sit in the original mounts. No parts from 400 c.i.-or-larger engines. Stroke must match the block. Approved aftermarket blocks: Dart #31161111, Brodix #BRS400035842, GM #12480047, World Products #084010.

Rule 13.10.3

Crank and pistons:

  • Stock-appearing crankshafts only. No lightweight, undercut, bull-nosed, gun-drilled, or knife-edged cranks.
  • No lightweight, aluminum, or fluid dampers.
  • Flat-top or dished pistons only.

Rule 13.10.4

Not restated here: the rule can't be read without settling the conflict below.

Rule 13.10.5

A 1 in plug above the oil level in the side of the oil pan is recommended. Without one, the pan may have to come off at inspection.

Rule 13.10.6

No stroking.

Rule 13.10.7

Intake: stock, unaltered two- or four-barrel low-rise cast-iron intake, or one of these aluminum intakes:

GM: Edelbrock 2101 or 2701; Weiand 7547 or 7547-1.

Ford: Edelbrock 2121, 2171, or 2665; Weiand 7515, 8023, or 7516.

Rule 13.10.8

Cylinder heads:

  • Cast-iron stock production heads or unaltered aftermarket steel stock-replacement heads. No porting or polishing.
  • GM: 76cc heads, casting numbers 336, 339, 388, 441, 454, 487, 624, 813, 882, 991, 993.
  • Approved aftermarket: GM - EQ CC167ES2 or CH350I, Dart 10024267 or 10024360, World Products 043600 or 042670; Ford - World Products 53030; Chrysler - EQ CH318B, RHS/Indy 20300 or 20301.

Rule 13.10.9

Camshaft:

  • Hydraulic roller cams are allowed. Solid roller lifters are not.
  • Max lift: 0.525 in at the valve and/or 0.350 in at the cam.

Rule 13.10.10

Rule 13.10.17

Rev limiter:

  • 7,400 RPM maximum limiter required.
  • It must be out of the driver's reach and easy for officials to get to at any time.
  • Tampering with the limiter or ignition to get around it:

1st offense - 30-day suspension, loss of that night's track and national points, $1,000 fine.

2nd offense - 1-year suspension, loss of all season track and national points, $2,000 fine.

Rule 13.10.18

Engines may be protested under Article 16.

Rule 13.11

OPTION 3 - STANDARD ENGINE

Rule 13.11.1

Must look stock. No changes. Stock firing order for that make. Aftermarket blocks are allowed; lightened blocks are not.

Rule 13.11.2

The engine must be usable in an ordinary passenger car without modification.

Rule 13.11.3

Motor mounts on the block may not be removed or altered. Castings and fittings may not be changed.

Rule 13.11.4

No machine work on the outside of the engine or on the front or rear of the camshaft.

Rule 13.11.5

Valvetrain:

  • Roller rocker arms are allowed. Shaft rockers are not.
  • Hydraulic roller cams are allowed; solid roller lifters are not.
  • Max lift 0.525 in at the valve and/or 0.350 in at the cam.
  • Valve springs with a hydraulic roller: max 140 lb seat, max 390 lb open. No tolerance.
  • No rev kits.

Rule 13.11.6

No aluminum heads or blocks.

Rule 13.11.7

Intake: no Bowtie or high-rise intakes. Stock, unaltered low-rise cast-iron two- or four-barrel, or one of these unaltered (no porting, polishing, or powder coating) aluminum intakes:

Rule 13.11.8

The starter must bolt in the stock location.

Rule 13.11.10

Engines may be protested under Article 16.

Rule 13.11.11

Lifters: stock diameter only, no mushroom lifters, matched to make and model. Hydraulic lifters must collapse at least 0.1 in.

Rule 13.11.12

Article 14 Weight

Rule 14.1

Weight is checked after the event, with the driver in the car wearing full racing gear.

Rule 14.2

Minimum weight: 2,900 lb (2,950 lb with the Five Star MD3 Camaro body - see 1.1).

Rule 14.3

Ballast:

Rule 14.3.1

Not allowed in the cockpit, outside the body, in the hood area, or on any rotating or suspension part.

Rule 14.3.2

Must be securely mounted, painted white, and marked with your car number.

Rule 14.3.3

Mount with at least two 1/2 in bolts, max 100 lb per mounting. A weight of 25 lb or less may use one 1/2 in bolt.

Rule 14.3.4

Mount weight only to the frame, roll cage, or rear-end housing - never the rear bumper. Weight brackets on the rear-end housing must be steel.

Article 15 Safety

Rule 15.1

An on-board fire-suppression system is recommended. It may not be dry powder; use Halon 1211 or equivalent.

Rule 15.2

Keep a fully charged dry-chemical or Halon (or equivalent) extinguisher in your pit at all times. A 10 or 13 lb extinguisher is recommended.

Rule 15.3

Any time the car is on track - packing, warmups, hot laps, races - the driver must wear the required helmet, fire suit, and at least a five-point harness.

Rule 15.4

Helmets are required and must be Snell SA2015, SA2020, or SA2025.

Rule 15.5

Bring your helmet with the car to inspection.

Rule 15.6

A flame-retardant one- or two-piece fire suit is required.

Rule 15.7

Fire-resistant gloves and shoes are required. Fire-resistant socks are recommended.

Rule 15.8

A five-, six-, or seven-point restraint (lap belts, sub-belt, shoulder harness) is required; seven-point is recommended. No factory-style shoulder belts.

Rule 15.9

Shoulder and lap belts must have metal-to-metal buckles.

Rule 15.10

The shoulder harness must be securely mounted to the roll cage.

Rule 15.11

Where belts pass through the seat edges, install a grommet or roll/pad the edge so it can't cut the belt.

Rule 15.12

Belts must be less than 3 years past their manufacture date. No more than 2 years is recommended.

Rule 15.13

A full-size window net is required in the driver's window opening, with mounts welded to the cage. All bars around the driver must have approved padding. Approved arm restraints are recommended.

Rule 15.14

A fire-resistant neck collar is required.

Rule 15.15

No plastic, except between the edge of the firewall and the body skin, and between the inner wheel tub and the body skin.

Article 16 Protest Procedures

Rule 16.1

Any driver with a valid USRA license may protest another car's cylinder heads and intake manifold, shocks, or carburetor.

Rule 16.2

The top 4 finishers in the main event must drive straight to the tech area after the race. They can be protested by any driver who finished 5th or worse and on the lead lap. A top-4 finisher who skips tech is disqualified and can still be protested.

Rule 16.3

Protests must be made within 5 minutes after the main event ends. Protested parts must be removed at the track within 1 hour after the protested driver accepts.

Rule 16.4

The protesting driver must also drive his or her car straight to tech, under its own power, right after the feature.

Rule 16.5

Protest fees (cash, paid to the tech official when you declare the protest):

  • Heads and intake: $500
  • Carburetor: $150
  • Shocks: $100 (covers one shock or all four)

Where the money goes: $50 to track officials. The rest goes to the protested driver if the part is legal, or back to the protesting driver if it is illegal.

Disputes: the part is sent to USRA for a final ruling. If officials rule it illegal and the protested driver disputes, the protested driver pays shipping. If officials rule it legal and the protesting driver disputes, the protesting driver pays shipping.

Anything officials see during a protest teardown, even if not part of the protest, can still be inspected and ruled legal or illegal.

Rule 16.6

The protesting driver picks one of the top 4 finishers and tells the tech official. If several drivers want to protest, the one who finished farthest back picks first.

Rule 16.7

One protest per driver per event, win or lose.

Rule 16.8

Only drivers, car owners, and officials may be in the tech area. Anyone else from a team who enters may be disqualified, fined, or suspended.

Rule 16.9

Only a driver can file a protest. Only the protested driver or owner can accept or refuse it. The first answer given is final.

Rule 16.10

Refusing a protest forfeits all cash and contingency winnings for that event.

Rule 16.11

Refusing a protest also bans you from making protests at any USRA event for 1 year from the refusal.

Rule 16.12

Refusing a protest also forfeits all USRA points earned up to and including that event.

Rule 16.13

Suspension for refusing:

1st refusal - driver and owner suspended from all USRA events for 30 days and until a $1,000 fine is paid.

2nd refusal - suspended for 1 year and until a $5,000 fine is paid.

Rule 16.14

If the driver and owner disagree on accepting, the driver's decision wins.

Rule 16.15

Protesting on someone else's behalf: loss of all season points, loss of that event's cash and contingency, 30-day suspension, and suspension until a $1,000 fine is paid.

Rule 16.16

Max 3 protests per driver per calendar year.

Rule 16.17

You must have raced at least 3 events in a row before the event where you protest.

Rule 16.18

USRA may refuse any protest at its discretion.

Rule 16.19

A driver who started from a provisional may not protest at that event.
